Funds worth crores of rupees have been misappropriated by the officials engaged in construction works under Sarav Siksha Abhiyan (SSA) of the education department at Rajouri.
Sources claim that in nexus with local officers, some junior teachers, who do not fulfill the guidelines/norms laid down under SSA project, have been appointed as ‘district resource persons (DRGs) and ‘zonal resource persons (ZRPs) and are involved in large scale bungling of the central government funds.
“CBI inquiry in this matter will bring all the skeletons out. Despite more than 20 government orders to replace all these DRGs and ZRPs , SSA authorities at Rajouri are still unaware of these orders as they are getting handsome shares from these junior teachers” said one Kartar Chand.
He further said that in Rajouri even the funds provided by the Union government for the welfare of physically challenged students have been withdrawn illegally by these teachers violating all the legal formalities. As per SSA norms only senior most Master with more than 15 years of experience is eligible to be appointed as DRG. But in Rajouri some junior teachers enjoying the perks being appointed as DRGs for the last about ten years.
Thousands of students have been deprived of the basic facilities due to the negligence of Chief Education Officers (CEOs) as funds sanctioned by government for streamlining the education sector have been blocked. Sources in the department said that under different components, funds have been misused and misappropriated fraudulently in connivance with concerned CEOs and ZEOs.
It does not end here only but there are other discrepancies and frauds which include preparing fictitious marks list and roll of children shown while recommending EGS centre’s to accommodate blue eyed from whom they have taken huge amounts and also getting mid day meal and scholarships against fake rolls,
It is pertinent to mention that civic amenities in the schools especially in Rajouri and Poonch have not been provided despite the fact that Chief Minister has already sanctioned Rs 20 lakh as special grant. In this regard, Committee constituted by government has pointed out the lack of coordination between the respective CEOs and higher officials in the education department as the main reason for delay in implementation of the plan.
A report prepared by the Committee says that there are many such cases of gross violation in up-gradation of schools in various districts. The committee has also pointed at the non-functioning of the Computer Aided Learning (CAL) Centres in the state.
